Here is a work in progress of my second character. I try to match the shape to the reference by following a technique from the tutorial I did with the first human character.

Here is an update of Sailor Moon body where I fixed the arm. I also made her waist thicker by using the G, Y and X keys along with the S key to scale to match the reference photo behind it. I extruded the feet as almost close to the bottom with E and Z keys.

This is the first strand of hair that I made with the Path and Circle curves from the tutorial. It's still a work in progress. I even changed the hair color to yellow from the Materials properties in Viewport Display.

Here is a screenshot of the hair where I selected the bottom vertex, turned on Proportional Editing and used G to move it down. I am making it longer for my Sailor Moon character.

Here is a work in progress of the hair I'm still working on for my Sailor Moon character. I selected one of the strands , used Alt T to rotate and Alt S to make it thicker. I also turned on Proportional Editing and used G, Y to move the strands back so it's behind the reference photo. I noticed that the origin point is not in the center so I had to go to the Options menu and tick on the Origins tab where it affects the origin point only. This is where I added the Mirror modifier before applying it in Object Mode.

This is a screenshot of the front bangs for my character' s face. I had to make a duplicate of one strand and move it over while using G, Y. I also used Alt S to scale some vertices for adjusting.

Here is a work in progress where I duplicated some hair strands with Shift D, right click in the same spot and used R, Z to rotate it around for the front bangs.

Here is another work in progress where I made a duplicate of the front bangs and use G, Z to move it up. I also scaled it bigger with the S key. I even added a sphere for the top of her head and did some adjusting on both hair strands so it connects with it.

Here is a screenshot of the collar where I was moving the vertices around to match the reference.

Here is also another screenshot where I delete the vertices and I even dissolved an edge to make a quad instead of a triangle on the collar.

This is what the collar and bow looks like on a work in progress. Just forgot to mention that I adjusted the hair strands with G,X to connect with the meatballs. I even grabbed the top vertices to move it up with G,Z.

Here is a screenshot of the skirt before deleting the extra loop cuts.

I also took another screenshot of the same skirt from another angle.

Here is an update of the heel part. I added a cube in Object Mode before I went to Edit Mode. It was not easy to model a heel.

Here is an update on the unwrapping of my character. Most of the parts is unwrapped except the body. I'm still working on adding seams.

Here is a screenshot of the back bow I was texture painting.

Here is the texture I'm using to paint my character.

Here are the three screenshots I took in Blender:
